No one. There is no GOAT. Rap & Hip Hop is abstract. Saying one is the greatest ever isn't wide enough. Where would Pac be without NWA, where would all these rappers today be without Pac and so on. Tech's in my top 10 but he doesn't quite fit the full criteria.
Yea he's a hell of a lyricist and has some deep and meaning for songs.
But Tupac had a real social impact, unfortuantley Tech's underground so this hasn't happened.

IMO you need to be one of the illest on the mic, write your own god damn songs and with good lyrics, perform with a hell of a show live, no need for a good beat to make a good flow or a good beat to make a hit, sounding good without autotune, not rapping about shit you dont do if it's just for the fame, not dissing everyone all the time just for the fame etc.
Dont hate on me for this cause the list goes on and on in my head. You need to be awesome at several things IMO.
But again its just my opinion.

He was a gangsta rapper but he wasn't the most hardcore gangsta rapper (IMO The E is)
Eminem, Immortal Technique and others will beat him lyrically
But since my last post in this thread I've heard alotta pac songs. He was insane. But he will never be GOAT.

You know at times I wish Pac could of kept his more political style from 2Pacalypse Now. Don't get me wrong I love almost everything he did and some would argue that he was always political. But he really did move towards what was popular and growing at the time (gangsta rap) and mastered it. All well maybe I'm alone in thinking that but felt like saying someting.
